If I found a puppy and notified the shelter and police immediately can I hold the dog at my home until owner is found? Also, what happens if someone comes forward claiming that the puppy is theirs but has no proof?

My small dog was burned while undergoing a teeth cleaning at the vet. I want to get a refund or reimbursed.
I moved out of the state recently and my friend agreed to watch my cat for me. Her husband came home and chased him around the house and put him in a box and drove to a field and let him loose.
I had to take my dog in to be euthanized. I asked to have her cremated and the ashes put in an urn and sent to me. After approximately three weeks I started calling the vet and they told me they could not find my dog's ashes.
